Overview of the American Recovery and Reinvestment Act of 2009 (Recovery Act).
The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17th, 2009. It is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. The Act is an extraordinary response to a crisis unlike any since the Great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need.

Within the City of Huntsville, six Departments/Divisions have applied for grants pursuant to The American Recovery and Reinvestment Act of 2009.

The Public Transit Division, the General Services Department, the Fire and Rescue Division and the Police Division have applied for grants directly from the Federal Government.

The Community Development Division has applied for a grant from the State of Alabama, Department of Economic and Community Affairs; and, the Planning Division has applied for a grant from the State of Alabama Department of Transportation.



General Services - see docs

The General Services Department is requesting $1,784,100.00 in formula grant money from the Energy Efficiency and Conservation Block Grant.

Police - see docs

The City will receive a grant in the amount of $1,015,183 to be split with the Madison County Commission and the City of Madison. The City of Huntsville's share of $490,065.50 will be used for the purchase of equipment for police personnel and vehicles.

Community Development - see docs

Community Development has applied for Neighborhood Stabilization Program Funds from the State in the amount of $2 million. The Stimulus Funds will be used to purchase foreclosed homes at a discount and to rehabilitate them; and to provide down-payment assistance to home buyers purchasing Neighborhood Stabilization Program properties. Community Development has also applied for a grant in the amount of $346,373 to be used for the Pulaski Pike Market project; and, a grant in the amount of $529,697 to assist homeless and at-risk homeless persons.

Public Transit - see docs

Public Transit has been awarded $2,439,917. The Stimulus Funds will be used to replace three shuttle buses, 2 trolley buses, and 3 vans; to purchase support equipment for the shuttle buses; to purchase fifty bus shelters; and, to install three hundred and fifty signs.

Fire & Rescue - see docs

Construction of Fire Station # 8 . The total cost of the project is estimated at $2.1 million. The City has applied for Stimulus Funds in the amount of $1,680,000.

Planning - see docs

The MPO area is to receive $7,389,965 in Stimulus Funds, which is to be funneled from the State to the City of Huntsville, Madison County, and City of Madison. The City of Huntsville will receive a portion ($4,433,979) of these funds.

The City of Huntsville will utilize their portion of funds for resurfacing various streets that are classified as eligible for Federal funds. (For a map of all functionally classified roads in Madison County, you can link to http://www.hsvcity.com/planning/mpo/docs/classmap.pdf).

The streets to be resurfaced in the City of Huntsville are:
Bailey Cove from Weatherly Rd to Green Cove Rd
Green Mountain Rd from Bailey Cove to South Shawdee
Winchester Rd from Memorial Parkway to Pulaski Pike
Mastin Lake Rd from Memorial Parkway to Blue Springs Rd
Pulaski Pike from Kelly Cemetery Rd to Bob Wade Ln
Blue Springs Rd from Winchester Rd to Max Luther Dr
Max Luther Dr from Memorial Parkway to Blue Springs
Chaney Thompson Rd from Hobbs Rd to Mountain Gap Rd
Sparkman Dr from I-565 to Jordan Ln
Zierdt Rd from Martin Rd to Beadle Ln
Drake Av from Whitesburg Dr to Trevor Dr
Pratt Av from Washington St to Church St
Adams St from McClung Av to California St

The Alabama Department of Transportation requires formal engineering design plans for projects using federal monies. At the present time, engineering design work is being performed for these resurfacing projects. The City of Huntsville is paying for engineering design work "out of pocket", and will be using Stimulus Funds for the actual resurfacing of the roads.
