Industrial
Pretreatment
The Industrial Pretreatment Program administers regulations affecting businesses
that discharge non-domestic wastewater into the City of Huntsville’s sanitary
sewer system.
The regulations are designed to prevent businesses
from discharging wastewater that could:

damage the City’s wastewater collection system;
-
interfere with the operation of the City’s
sewage treatment plants;
-
harm collection system workers, operations
and/or maintenance personnel; or
-
adversely impact the environment.
Industrial and commercial businesses that plan to
discharge non-domestic wastewater into the City’s sanitary sewer system
are required to first submit a completed Industrial Wastewater
Discharge application. The information provided in the application
will assist in determining if a State Indirect Discharge (SID) permit is
needed. If an SID permit is needed, the business will need to
apply for
this permit through the Alabama Department of Environmental Management (ADEM).
All industrial/commercial wastewater discharges
into the City’s sanitary sewer system must first be approved by Water
Pollution Control (WPC).

Hauled Waste Program
The Industrial Pretreatment Program also
administers the City’s Hauled Waste Policy.

This policy sets forth the requirements for any
hauled waste transporter wishing to discharge authorized waste materials
at any designated City of Huntsville wastewater treatment plant.
The City of Huntsville Hauled Waste Policy requires
that any hauled waste transporter wishing to obtain or retain approval
to discharge authorized waste materials at any designated City
wastewater treatment plant have up-to-date copies of each of the
following license/permits on file at the Industrial Pretreatment Program
office:
1. Alabama Onsite Wastewater Board (AOWB)
Pumper License
2. City of Huntsville/Madison County Business License
3. Madison County Health Department - Sewage Tank Pumper Permit

Fats, Oils and Grease (FOG) Management Program
The Industrial Pretreatment Program also
administers the City’s Fats, Oils and Grease (FOG) Management Program.
In accordance with Federal and state regulations,
WPC is required to prevent the occurrence of sanitary sewer overflows (SSOs). Major contributing factors to SSOs are blockages in the sanitary sewer
line due to the discharge and accumulation of excessive amounts of FOG.
SSOs are a threat to public health and welfare, and to the environment.
In an effort to prevent the occurrence of SSOs, the
City of Huntsville’s Municipal Code Chapter 21 (Article II, Division 4,
§ 21-130 and Division 7, § 21-212), sets forth requirements for any
industrial or commercial establishment to control discharges containing
excessive amounts of FOG (i.e., installation, operation and proper
maintenance of a sufficiently sized FOG treatment system).
If your industrial/commercial facility currently
does not have a FOG treatment system in place:

Approval of FOG treatment system design must be
obtained through the City of Huntsville
Inspection Department (256)
427-5342 or (256) 427-5353 prior to the issuance of a building
permit for installation.

Compliance with requirements set forth in
City’s Municipal Code Chapter 21 must be attained within 90 days of
written notification.
